How APDCL Electricity Bills Are Calculated in Assam (FY 2026-27)

Assam follows a load-split billing system governed by the Assam Electricity Regulatory Commission (AERC Tariff Order for FY 2026-27, Order dated 06 March 2026, Petition No. 20 of 2025). The commission maintained zero tariff hike, and the Government of Assam continued its targeted tariff subsidies for the 2026-27 fiscal year. In Assam, your sanctioned connected load decides your domestic tariff category: households with connected load below 5 kW are billed under Domestic-A, while homes with 5 kW to 30 kW are billed under Domestic-B.

LT-II: Domestic-A Load < 5 kW

For standard residential households with sanctioned load from 0.5 kW up to 4.99 kW. Uses 5 progressive slabs starting at ₹4.25/unit. Fixed demand charge is ₹70.00/kW/month.

Starting Energy Rate: ₹4.25 / u
LT-III: Domestic-B Load 5 to 30 kW

For larger homes, villas, and multiple air conditioner connections with sanctioned load between 5 kW and 30 kW. Starts directly at ₹6.75/unit for 0–300 units with ₹70.00/kW/month fixed charges.

Starting Energy Rate: ₹6.75 / u
LT-I: Jeevan Dhara ≤ 0.5 kW & ≤ 45u

Lifeline tariff for low-income families with sanctioned load ≤ 0.5 kW consuming up to 45 units/month. Flat rate of ₹3.35/unit and flat ₹40.00/month connection fee. Crossing 45 units shifts billing to Domestic-A.

Flat Energy Rate: ₹3.35 / u
LT-IV: Commercial 0.5 to 30 kW

For retail shops, private offices, hotels, restaurants, and non-residential establishments. Uniform flat energy charge of ₹8.94/unit across all consumption, plus ₹150.00/kW/month demand charges.

Flat Energy Rate: ₹8.94 / u

Taxes, Duties & Smart Meter Discounts in Assam

1. Assam Electricity Duty (5.00%) Under the Assam Electricity Duty Act, a state tax of 5.00% is charged on total energy charges across all LT categories. It is computed as: Electricity Duty = Energy Charges × 5%.
2. 20% Solar Time-of-Day (ToD) Rebate Consumers equipped with smart prepaid or postpaid meters receive an official 20% rebate on energy charges for consumption during daytime solar hours (9:00 AM to 5:00 PM). This rebate directly lowers your bill.

⚡ Notice the AERC Connected Load Split in Action (Test 1 vs Test 2): A family using 150 units with a 2 kW load pays ₹873.95 under Domestic-A. If that same family had a sanctioned load of 5 kW, their bill rises to ₹1,413.13 under Domestic-B. Because 5 kW shifts your starting energy slab from ₹4.25 to ₹6.75/unit from unit 1, keeping your sanctioned load below 5 kW saves significant money each month.

💡 Practical Ways to Reduce Your APDCL Power Bill
1. Keep Connected Load Under 5 kW: The moment your connected load reaches 5 kW, APDCL classifies you under Domestic-B. Your base energy rate jumps from ₹4.25 to ₹6.75 per unit right from unit 1. If your sanctioned load is 5 kW but your peak requirement is less, submit a load reduction request on the APDCL myBijli portal or at your local sub-division office.
2. Run Power Appliances Between 9 AM and 5 PM: If you have an APDCL smart prepaid meter, take advantage of the 20% Solar Time-of-Day discount. Running water pumps, washing machines, iron boxes, and geysers during daytime hours directly cuts energy charges.
3. Keep an Eye on the 45-Unit Lifeline Limit: Jeevan Dhara consumers pay ₹3.35 per unit and ₹40 flat connection fee. If your monthly usage exceeds 45 units, the entire bill moves to Domestic-A rates, increasing your slab charges and demand fees.
4. Install Rooftop Solar Under PM Surya Ghar: In Assam, grid-connected rooftop solar offsets daytime usage and exports surplus power back to APDCL, helping bring monthly electricity bills down to near zero.
