How PSPCL Electricity Bills Are Calculated (Punjab)

Punjab State Power Corporation Limited (PSPCL) operates under retail tariff schedules set by the Punjab State Electricity Regulatory Commission (PSERC). Punjab features India's most renowned 300 Units Monthly (600 Units Bi-Monthly) Free Power Scheme, featuring a strict all-or-nothing cliff for General category households and a marginal benefit for SC/BC/BPL categories.

General Category: Cliff Subsidy Rule
  • ≤ 300 units/month (≤ 600 units bi-monthly): 100% Free bill! Energy charges, fixed charges, FCA, and taxes are completely waived by Punjab Govt (Net Bill = ₹0.00).
  • 301+ units/month (601+ units bi-monthly): 100% subsidy is forfeited! The consumer pays for all units from unit 1 at tiered slab rates + full fixed charges + 18% duty & cess.
SC / BC / BPL / Freedom Fighter Rule
  • Permanent 300 Units/Month Allowance: The first 300 units (600 units bi-monthly) and fixed charges are always free, even if total consumption crosses 300 units.
  • Billing on Surplus Only: If you consume 320 units, you only pay for the 20 excess units at the higher slab rate (₹7.05/unit) + FCA on 20 units + 18% tax on surplus energy.

5 Verified Worked Examples (PSERC Official Verification)

Example 1: Monthly 300 Units, 4 kW Load (General Domestic) Net Bill: ₹0.00

Consumption is exactly ≤ 300 units. Full Punjab Govt zero-bill subsidy applies.
Gross Bill: Energy (300 × ₹4.25 = ₹1,275.00) + Fixed (4 kW × ₹70 = ₹280.00) + FCA (300 × ₹0.10 = ₹30.00) + Taxes (18% of ₹1,555 = ₹279.90) = ₹1,864.90.
Subsidy: -₹1,864.90 → Net Payable: ₹0.00 (Zero Bill)

Example 2: Monthly 305 Units, 4 kW Load (General Domestic — Cliff Exceeded!) Net Bill: ₹1,906.99 (₹1,907)

Exceeded 300 units by just 5 units. The 100% subsidy is completely revoked!
• Energy Slab 1 (0–300u): 300 × ₹4.25 = ₹1,275.00
• Energy Slab 2 (301–305u): 5 × ₹7.05 = ₹35.25 → Total Energy: ₹1,310.25
• Fixed Charges: 4 kW × ₹70.00 = ₹280.00
• FCA: 305 units × ₹0.10 = ₹30.50
• Taxes (18% on ₹1,310.25 + ₹280.00): ₹1,590.25 × 18% = ₹286.245
Net Total: ₹1,310.25 + ₹280.00 + ₹30.50 + ₹286.25 = ₹1,906.99 (Rounded ₹1,907)

Example 3: Monthly 320 Units, 4 kW Load (SC / BC / BPL / Freedom Fighter) Net Bill: ₹168.38 (₹168)

SC/BC/BPL category receives a permanent free allowance of 300 units + waived fixed charges.
• Surplus Units: 320 - 300 = 20 units.
• Surplus Energy: 20 units × ₹7.05 = ₹141.00
• Surplus FCA: 20 units × ₹0.10 = ₹2.00
• 18% Taxes on Surplus Energy: ₹141.00 × 18% = ₹25.38
Net Total: ₹141.00 + ₹2.00 + ₹25.38 = ₹168.38 (Compared to ₹2,036.78 for General category!)

Example 4: Bi-Monthly 600 Units, 3 kW Load (General Domestic — Standard Cycle) Net Bill: ₹0.00

Standard Punjab bi-monthly bill. Consumption is exactly ≤ 600 units (300u × 2 months). Full subsidy applies.
Gross Bill: Energy (600 × ₹4.25 = ₹2,550.00) + Fixed (3 kW × ₹70 × 2 = ₹420.00) + FCA (600 × ₹0.10 = ₹60.00) + Taxes (18% of ₹2,970 = ₹534.60) = ₹3,564.60.
Subsidy: -₹3,564.60 → Net Payable: ₹0.00 (Zero Bill)

Example 5: Bi-Monthly 650 Units, 3 kW Load (General Domestic — Cliff Exceeded!) Net Bill: ₹3,985.55 (₹3,986)

Exceeded 600 units by 50 units. 100% subsidy revoked on entire 650 units!
• Energy Slab 1 (0–600u): 600 × ₹4.25 = ₹2,550.00
• Energy Slab 2 (601–650u): 50 × ₹7.05 = ₹352.50 → Total Energy: ₹2,902.50
• Fixed Charges (2 months): 3 kW × ₹70.00 × 2 = ₹420.00
• FCA: 650 units × ₹0.10 = ₹65.00
• Taxes (18% on ₹2,902.50 + ₹420.00): ₹3,322.50 × 18% = ₹598.05
Net Total: ₹2,902.50 + ₹420.00 + ₹65.00 + ₹598.05 = ₹3,985.55 (Rounded ₹3,986)

How Punjab Households Can Stay Within the 600-Unit Zero Bill Limit

1. Track Meter Readings Weekly: Because exceeding 600 units by even 1 unit costs over ₹3,500, monitor your meter weekly. Target keeping daily consumption under 9.5 units.
2. Air Conditioner Setpoint (25°C+): Setting inverter ACs to 25°C or 26°C reduces power draw by 25–30%, saving 120–150 units over a 2-month summer billing cycle.
3. Separate Legal Meters: Joint families living in multi-story houses can apply for separate sub-meters as per PSPCL regulations if they have separate kitchens and entrances.
4. Rooftop Solar Net Metering: Installing a 2 kW or 3 kW grid-tied solar system under the PM Surya Ghar Muft Bijli Yojana generates 250–350 units/month, guaranteeing a permanent zero bill.
